FACT SHEET: PRESIDENTIAL REMARKS TO RNC RECEPTION
January 21, 1973
1. BACKGROUND: This reception will take place two days
after the RNC meeting electing Bush new chairman. It would
be a particularly good opportunity to drop a few conciliatory
words about the "dedicated" job done by the outgoing chairman.
2. ATTENDANCE: Attending will be the members of the RNC
and their spouses, approximately 300 people.
3. All three of the top officers of the RNC are leaving their
posts: Dole, Armstrong and Tom Evans. (who is returning
to private life).
If RN chooses to mention Mrs. Armstrong, he might note that
she was the only person at the National Convention in Miami who
managed to get a good write-up from Norman Mailer - - and that
is no mean feat for a lady Republican from Texas.
4. RN participated in the dedication of the Dwight D. Eisenhower
National Republican Center on January 15, 1971 (the speech where
he launched the phrase, "party of the open door". ) RN also hosted
a reception for the members of the RNC and their wives and
husbands thetsame day.
On August 9, 1971 RN met with representatives of RNC to
receive a brief report on the recent convention in Denver.
5. RNC ORIGINS: The RNC was established in February, 1856,
at Lafayette Hall in Pittsburgh. A circular for the occasion
appealed:
"If there be but six persons in your town who sympathize
with you in this movement, organize with these six. Do not
despair. They are the most powerful and only efficient means
for bringing out, concentrating and making known our true strength.
They will serve to rallytthe people, inspire them with confidence
and enthusiasm

PRESIDENTIAL REMARKS: RNC RECEPTION
SUNDAY, JANUARY 21, 1973
At the base of any political victory are the people -- the
party rank-and-file who fight the front line battle. That is
one reason why I am glad to see all of you here this afternoon.
You represent the leadership of our Republican front line troops,
and the victory we have been celebrating over the past few days
is, in large part, your victory. This reception is a small way
of saying thank you to each of you for the role that you -- - and
your party organizations -- played in the 1972 landslide.
I want to take this opportunity to say a few words about
two very outstanding Republicans -- - your outgoing and incoming
chairmen. I have known Bob Dole since he was a young Kansas
Congressman, and I will always be grateful for the loyalty,
energy and dedication he brought with him to the post of RNC
Chairman at a crucial time. Few people have devoted more
of their time and energy to the GOP than Bob Dole has during

his two years as Chairman, and no one has done a better job in
the Senate.
Secondly, I want to commend the National Committee for
its choice of a new, full-time Chairman, George Bush. As you
may have heard, by a remarkable coincidence, George was my
first choice for incoming RNC Chairman, too, and I take this
opportunity to welcome him aboard. I know he will bring the
same powers of persuasion, judgment and organization to his
new job that he has used with such effect in the Congress and
at the United Nations.
As for the notion that the job of chairman is a dead-end
proposition, I say nonsense. Bob Dole and George Bush have
now entered that roll call of political immortals that includes
such illustrious and long-remembered names as William Claflin,
Matthew S. Quay, Victor Rosewater, Hubert Work, Simeon D.
Fess and William E. Miller. Gentlemen, you have nothing to
worry about.

Actually, in all seriousness, the post of Chairman is perhaps
more important today than ever before. The 1972 election was
the first step in what can become a dramatic realignment of the
American political system -- SO long as we have the right leader-
ship and organization. After generations as a minority party, the
Republican Party is now facing a great opportunity. It can become
the majority voice of the American people.
The work has already begun. We have achieved our goal at
the executive level. Now we must build on that foundation. We
must transform a temporary victory into a long-term ascendancy
at every level of every branch of American government. We have
the ideas, the issues and the morale to do it. Your job, our job,
is to take these raw materials and forge them into a strong and
durable majority standing during the next four years. And in
this vital mission, the Republican National Committee will have
to lead the way.
Remember, the Inaugural ceremonies we have just celebrated
together do not simply mark the victory that we have already com-
pleted. They also mark the new challenge we have undertaken

together. We have 1, 461 days to turn this Presidential victory
into a long-term Republican mandate -- a new and lasting American
majority that can guarantee that the peace, stability and progress
we build over the next four years will keep on building for a full
generation of peace and prosperity and beyond.
