Your Ambassador and Dr. Kissinger have continued to
remain in close and frequent touch on all the important
matters which either are already under active nego-
tiation by representatives of our Governments or which
we should address in the period ahead. I am carefully
considering the points which Ambassador Dobrynin
recently conveyed in your behalf on two of these, and
I am prepared to have Dr. Kissinger pursue them with
your Ambassador in a constructive spirit as soon as he
returns next month.
By that time, we will also be approaching the resumption
of the strategic arms limitations talks and it will be
important, in my view, for us to establish more fully
the elements of a permanent agreement limiting
offensive strategic arms in our confidential channel.
I would hope also that the preparations now in progress
in Vienna for negotiations on reductions in military
forces in Central Europe will have been successfully
completed so that we may exchange some views on the
substance of that problem. Finally, we will do our part
to promote a constructive outcome of the European
Security Conference.
I look forward to further fruitful exchanges with you and
to progress in all these fields in the period before your
visit to this country.
