Time, with Connally on the cover, also features "the
Impact of Phase II¹¹ with the inside title over the lead
story: "A Drive to Beat Inflation and Democrats. 11
The political impact is emphasized in the lead far
more than in Newsweek. And the article is more sub-
jective. Finding the speech disappointing due to its
blurriness on Phase II's "Rube Goldberg administrative
mechanism, 11 Time still believes "there is much to
endorse in RN's (utterly Nixonian) program. 11 And
RN may well have struck a chord in his appeal to the
nation. The Dems are having to hold off their frontal
criticism but they' re gearing up on the unemployment
issue, letting inflation go for the time. And even if
RN gets the economy where he wants it next year,
Time says the Dems will argue the GNP is still
$50 billion less than what it could have been under
full employment, that 1 of 20 are still unable to find
work, and that inflation and recession had to be endured.
RN will blame those problems on LBJ. The key question:
How long is the voter's memory?
Time also spends considerable time analyzing the
mechanism for Phase II and finds it all quite ambiguous
and even risky unless Americans show self-sacrifice
to a degree never seen in peace time. Many questions
are asked. Who'll serve on the boards? What about
retroactive pay hikes? What are "windfall profits? 11
Can the Admin legally order price cuts? What does
CLC's power of "review" mean? And will RN do
what's likely to become essential at some point --
come forward and back up a controversial board
decision?
Time's article, covering much familiar ground, on
Connally is quite admiring -- except for his bluster on
the international economic front -- as are references
to him in the lead story on Phase II. The Secy "now
has a vastly expanded stage on which to play his roles
of charmer and back-room arm twister. 11 At his news
conferece, "he was incisive, seemingly candid,
pleasant, and shrewdly disarming enough to give VP
Agnew still more reason to fear for his spot. 11 And
Phase II itself is said to look "largely designed both
by and for Connally. 11 The task of keeping it in unison
will tax "even the vaulting ambitions
