Griffin conceded in advance of the debate on the checkoff
proposal that "probably" the Dems had the votes "to
pass this so-called campaign finance bill. 11 He con-
tended it would make certain that Wallace would be a
172 candidate by guaranteeing funds. But EMK
argued "The hundreds of millions of private dollars
now pouring into election campaigns are giving politics
the air of dirty business
it is a disgrace to every
basic principle on which the Nation stands. 11 Mansfield
said now candidates would no longer be beholden to
"big labor, big corporations, rich men. 11 Gurney
said "it is the obligation of every politician who wants
to run for political office to raise his own money. 11
Mathias proposed allowing a $100 deduction on
contributions or a $25 credit on contributions up to
$50
Sen. Cook noted the $1.00 checkoff proposal
did nothing about the primaries
Sen. Long says
52 Dems and up to 3 Republicans will support the
measure.
On NBC film Reagan said that Conservative political
disgruntlement with RN's policies toward the PRC
would disappear when conservatives see that RN does
not give in to the Communists during his trip to China.
The Gov. noted GOP has long been concerned with
appeasement but it's usually happened under Dems
and RN has no intention bargaining away anything
of value to US. Following clip of Reagan, Chancellor
said the visit pointed up a basic fact of life for RN
he can't afford to lose any '68 conservative support
but he can't win with it alone. So he's trying to
broaden appeal with very un-Nixon-like things such
as controls and PRC trip while using VP, Reagan
and Barry to reassure the right.
Speaking in Chicago, Dole said critics of RN are
interested in opposition for the sake of opposition
to "break the President. " He said "But this President
possibly suffering a carryover of mental attitudes toward
the previous admin. has met with too many examples
of opposition for the pure sake of opposition and attacks
on his programs and initiatives which are too fre-
quently grounded in personal rather than principled
motivations.
