DESEGREGATION
All nets noted that an HEW survey shows the
number and percentage of blacks attending all-
Negro schools in the south has for the first time
fallen below northern schools. In 11 southern
states, 9. 2% are enrolled in all-black schools,
compared to 11. 2% in 32 northern and western
states and 24. 2% in border states
HEW's
Richardson says Admin. has a "documented
record of solid performance" in fulfillment of
legal and educational mandate.
Chancellor said that some believe the report
was released to offset criticism of Admin.
policy. He noted that HEW's Pottinger spoke
on the difficulty of desegregating Northern
schools. On film Pottinger explained difficulties
of de facto segregation but added that Admin is
not shrinking under the difficulty but rather is
devoting more $ and effort to resolve the problem.
But ABC presented a different portion of the
Pottinger news conference. Geer over film of
Pottinger said that since some felt the Admin
did not approve of the Richmond consolidation
the reporters asked him about it. He gave no
comment at first but then said that while
consolidation is not the only method available
it is perhaps the best. Also it would be a
mistake to think that because of consolidation
all other methods of desegregation will be
dropped. Pottinger explained that these were
personal reactions and not necessarily policy
statements. Geer said Pottinger is the first
Admin figure to comment, but if he was speak-
ing only for himself perhaps something else
will be forthcoming
