Soviets and Poles issue sharp attacks on PRC on eve of RN trip;
Hanoi lays into RN and Gromyko goes to Tokyo for highest level
talks between those countries in 5 years - all developments
seen related to RN trip.

P. 1 in both Star and Post is Admin. plan to ask absolute ceiling
on budget concern over deficit is cited.

Neither labor nor the Hill responds enthusiastically to RN's call
for quick action on dock strike; Mansfield virtually rules it out
for passage this week. RN's call for action was p. 1 in 60% of
Sat. papers. NY News edit says step was taken because Cong. has
piddled around for 2 years on RN's transport bill.
