And now\nhe's gone into \"the most complex and acrimonious dispute of all\"\npublic TV's future. \"His case seems highly reasonable to many, but\nto public - TV veterans, any move toward decentralization could\nthreaten its very existence. 11 Local public-TV stations are evenly split.\nECONOMY\nNBC/CBS note that Dow-Jones dropped 4. 21 in an active day.\nGrappling with $62 B in deficits, said Chancellor, the Admin asked\nHill to raise debt limit and said it may have to do SO again next year.\nLevine said Admin was apologetic and Ways and Means have no choice\nbut to go along. But Connally said\nAdmin has no plans to raise taxes.\nRep. Eckhardt said the Admin. has done a bad job of projecting\nsurpluses and deficits because it has either not been candid, or engaging\nin \"monstrous self-delusion\" in projecting the economy.\nDavid Lawrence's US News editorial sees no reason for outrage\nover the deficits -- in fact there are billions being invested in assets\nand there is not as much of this as headlines suggest. When the re-\ncovery comes, says Lawrence, the \"deficits\"\" will be substantially\nreduced."
