The news is "sobering" these days, leads the Tomorrow newsletter
in US News. VN won't end quickly; inflation dangers are fanned by the
deficits; controls may last well into '73; the economy isn't recovering
as fast as hoped. "Actually, the outlook is brighter" and the Admin
will be pushing hard to move things faster. "Despite many problems,
Americans are finding some trends working for them. 11
The Civil Service Comm will instruct agencies to put delayed
wage increases for bluecollar workers into effect.

Prices farmers received for raw products jumped 3% in Jan. and
averaged 13% more than a year ago.
US News, in its Trend of
American Business, notes RN's emphasis on raising productivity and then
runsdowns the recent positive stix: Leading indicators -- "point to a
surge"; machine tool orders; home building.
Unemployment is hanging on "like a debilitating flu", says Time.
And little more than mild relief can be expected from RN's remedies.
Doubling the Emergency Jobs program might help more as would a
tax-credit program to encourage new jobs. Tho the jobless may only
drop 1%, Time notes that equals 800, 000 persons -- more than the
'68 margin of decision.
Sunday's LA Times led with a story saying
"the fear is growing in the Admin that, try as it might, it is not
going to put much of a dent in the 6% unemployment rate. 11 Some
within the Admin "would be overjoyed" to get down to 5%. Admin
views on the women and youth in the market, the slowdown in new
"good jobs", the growing reservoir of "hidden unemployed" are
detailed in this piece. Some of same points noted in Time's story.
Another Time economy article tells of the continuing refusal of
business to open up -- considering the past premature Gov't forecasts
of boom, their "caution, confusion and cynicism are perfectly natural. 11
It may take a strong IQ before corporations open their checkbooks.

Peterson dominate a 2 page US News review of US problems in trade
and the need to improve technology and productivity.
Another
