Sen. Jackson called VAT "absurd. a sales tax in disguise" and said the govt. should instead raise monies by closing tax loopholes so millionaires would pay at least a minimum tax. Connally said it's a "whole lot easier to criticize" a $50B increase in the debt limit than "justify it". He also said "we still have wage and price controls because there is no acceptable alternative" but declined to speculate how long they'd last. Sen. Ellender challenged the Admin. to use actual figures in discussing FY '73 proposals rather than what he called misleading figures. He said "the true deficit is $36.2B, 11 but Shultz maintained the unified budget concept adopted in '69 represents most accurately the full impact of the Govt. on the economy. CEA's Solomon defended the budget as noninflationary and said higher taxes could depress the economy, causing a larger deficit than anticipated, but the possibility still increased that
