One Texas MC says the Secy.\ndoesn't believe the economy will be righted by\nfall and \"he doesn't wish to be around to bare\nhis breast to the hailstones. 11 RN's comments\non the VP on Rather's show were apparent by the\nstart of Connally's restlessness. The Secy. 's\nhopes to be a GOP Pres are over -- he hopes the\nDems will take him in '76. As does Kraft,\nMcGrory also suggests the Secy. may be interested\nin State.\nECONOMY\nAll nets noted the WH has confirmed it is considering\nVAT to raise $16B to replace educational funds\nnow raised by property taxes.\nThat's \"by no\nmeans a final decision, 11 said Ziegler who said\nthe consideration of a program about which RN\nhas \"a positive attitude\" is not inconsistent with\nConnally's statements on no new taxes\nShultz said there is \"no draft of legislation or\nproposals for a major new tax\" for FY '73.\nSen. He said\n\"the true deficit is $36.2B, 11 but Shultz maintained\nthe unified budget concept adopted in '69 represents\nmost accurately the full impact of the Govt. on\nthe economy.\nCEA's Solomon defended the\nbudget as noninflationary and said higher taxes\ncould depress the economy, causing a larger deficit than\nanticipated, but the possibility still increased that"
