NBC reported Le's charge that US had deliberately broken off the secret
talks last Nov. ABC noted his renewed accusation that RN was guilty of
duplicity for revealing the talks.
NVN's Army newspaper set the price of peace as "complete U.S. liquida -
tion of all forces, all elements and all support that would continue the
survival" of SVN's govt. and army.
Chou said the US plan won't make
it possible to end the war. He also said RN may change his mind on the
8 points.
The State Dept. is telling U.S. diplomats worldwide that RN's peace plan
includes 12 "important new elements. 11
Sen. Gravel charges the Phoenix
assassination program aimed at VC leaders makes RN's proposals no more
than twisted words. The VC won't run for office, said Gravel, as that
would "just give Thieu and his group a nice list of who to go get. 11
Newsweek says Le Duc Tho still plans, as scheduled before RN's revela-
tions, to announce a "dramatic" new proposal in February.
In a cover editorial, the New Republic recalls its long-standing and
bitter opposition to US policies in VN. And it calls RN's proposal a
promise of "the beginning of the end.

For the 1st time, publicly, he seems to be seeking realistically
not only to get foreign troops out, but to set in motion political forces
in SVN which may make possible a cease-fire and settlement of conflicting
interests. The packaging of the items and the "conciliatory" tone are
noteworthy. New Republic will countenance no intensified US bombing nor
will it blame NVN for suspicion but "RN has produced a blockbuster that
just might not unblock the impasse.
