In CBS AM intro into film showing economic effect of the "red
tide, 11 Benton noted RN had declared Maine and Mass. disaster
areas. (p. 1 Portland coverage to Sen. Smith's prediction of
RN's move.) In film, reporter noted SBA was providing disaster
loans but procedures are so complicated it'll be months before
many get the needed money, due to layers of bureaucracy and
inefficiency. A seafood wholesaler, on film, said Mass. didn't
handle situation correctly as officials who knew about the industry
weren't called in and wholesalers got conflicting orders daily on
whether to discard or hold their produce.
Senate libs fell 4 votes short of the required 2/3 majority on
cloture to force an end to an easy-going filibustering blocking a
vote on the consumer bill.
In a continuing controversy, 2 Dem Allegheny County Comm.
protested to EPA for what they termed an attempt by EPA official
Furia to "sabotage" the pollution program at US Steel's Clairton
Coke Works. Furia said EPA couldn't accept a consent decree
from Pa., county and US Steel because it gave the CO. 10 years
of immunity from prosecution.
Hodgson has sounded "vigorous opposition" to Hoffa's hint
that he'll return to the union business, saying RN doesn't think he
should. "I don't think (Hoffa can bring anything to (labor) at this
time, 11 said the Secy. who also indicated he's highly pleased
w/manpower training programs and said Charls Walker's remarks
that the program might be excised were inappropriate and "un-
fortunate, 11 and the Treas. man didn't'reflect the Admin. view-
point. 11
Rep. Scherle charged that Nader's report on Congress will be
a witch hunt and a red herring. He noted one MC found 48 errors
of fact in the Nader info on himself.
CRIME/DRUG-RELATED
Dr. Bourne, newly named top asst. of WH Drug Abuse Office
said medicine has about 2 years left to show it can control the
