Politics is a subordinate story last night and this morning. The dominant
news focuses upon the twin Hill "rebuffs" to the President, on the ceiling,
and on the veto override; and HAK in Saigon, with the attendant speculation
concerning a peace settlement. The Hill stories lead this mar ning; and one
cannot consider them a plus for our side, though the Kissinger stories
undoubtedly defuse some of the success McGovern his in playing upon
war-weariness over Vietnam.
The Soviet trade story is the third story of the day; the lend-lease terms
are played as foavoable to the Soviets by some last night; and there is
disucssion of problems with MFN, on the exit tax.
Overall, not a really bad day for us and certainly not a great day for
McGovern.
MCGOVERN & CO. -- They receive no major press today. Last night his
major TV show was CBS with a Rather piece on Chicago, the thrust of
which was that Daley was in a "shotgun marriage" with McGovern the purpose
of which was to save Hanrahan, and thus prevent an investigation of the
Daley machine. Hardly a major McGovern plus. Inside stories from various
states (South, Kansas, Oklahoma, Missour) featuring Democratic quotes
very hurtful to McGovern and campaign. McGovern is also doing some "man
in the arean'' shows, the wire copy from which generally show McGovern
defending himself against the most damaging charges against him, welfare
radicalism, changing of position, credibility, etc. Unable to determine
how they are helping on the tube, but wire copy seems not particularly useful.
O'Brien got a little footage calling for debates.
McGovern seems, once again, to be "scattering" his shot - that of course
is an inevitable effect of his "uncontrolled" man=in-the-arena type shows.
Yesterday he hit us on pensions.
RN & CO. -- The Vice President got some good wire coverage and probably
some good footage on deft and humorous handling of hecklers. The Johnny
Rhodes version of the impact of McGovern's "defense budget¹¹ got some
good wire play, and a skeptical Post treats it this moring. Focuses on
base closing, in wire story.
