He rejects tripartite but not bipartisan gov't. The substance is more important than tone, said Koppel who sees Thieu anxious to emphasize his own imprint on any settlement. Kalb, from State, said by action and propaganda both N and SVN seem promoting themselves for a cease-fire. Tho neither is fully happy w/ the US terms, the talks have gotten down to the fine points. Nobody at State, said Marvin, is arguing w/ how ironic is is that US has more problems w/ SVN than NVN. But State does feel the problems can be worked out, and they are certain nothing will be allowed to stand in the way of a settlement. Thieu condemned the communist proposals as "dark schemes aimed at taking over SVN. 11 He said no formal agreements were reached during his talks w/ HAK. He suggested NVN was trying for a settle- ment before the elections. Thieu berated those who feel his presence is the only obstacle to peace. "This has been orchestrated by the Reds thruout the world. It has been propagandized in the press. AP says Saigon's refusal of a coalition appears to be the major obstacle to peace. And US officials describe the situation as a 3-way arm twisting: Hanoi w/ HAK to pressure SVN, HAK w/ Thieu to give in, and Thieu w/ HAK to ensure his postwar power. AP says Thieu's opposition to an imposed agreement indicated sharp disagreement in the US-SVN discussions. UPI says Thieu's speech painted a pessimistic picture of peace chances. UPI says the tone of the speech "seemed to indicate that War would continue despite worldwide reports that a cease-fire might be imminent."
