Dep. DOD Secy. Packard said he views the massive
buildup of the Soviet Navy in recent years more as
a measure designed to show the Soviet flag around the
world than as a direct threat to the US. In what UPI
calls the most optimistic assessments of the world
situation given recently by a top DOD official, Packard
also said the post-WWII era of direct confrontaion
between the E and W appears to have come to an end.
The changes are due in part to RN's efforts but in a
larger sense they result from changes in the world
balance which made RN's goal possible, Packard said.

the Admin Senate -House conferees agreed to limit
ABM pending the outcome of SALT. The agreement
left unresolved several controversial questions, in-
cluding Senate-passed amendments that call for US
withdrawal from VN, limit spending in Laos and
provide additional funds for a military pay raise
VP Agnew says that if Congress votes a ban on
military aid to Greece, he believes RN's authority
to override it "would have to be exercised" for the
sake of US security. The VP said that Congress has
left RN the option to exercise the power and he thinks
RN will do it 'without question. 11 The VP noted that to
his surprise he had not been asked by Greek officials
for increased aid. (The VP added that he is convinced
that Papadopoulos "inte nds to return his country to
representative government. ¹¹)
