The major developments:
THE PRESIDENT HAS SEEN
-
All nets led with reports that Britain voted to enter the EEC by
a larger vote than expected; all noted this is only 1st step of a
long process. Nevertheless it is seen as a clear victory for
Heath.

RN's "unusually warm" welcome for Tito on ABC and CBS film.
Rather said WH ceremonies have become more militaristic in
recent years and even more SO for Tito who, it was believed
would enjoy it. Gill noted that unlike last Tito visit great care
was taken at WH to see things ran securely and smoothly. Both
nets covered RN's "long live Yugoslavia" in Tito's tongue.
Rather noted RN plans to do same in China.

All nets noted the "major" victory for RN and the "setback" for
anti-war foes as limitations on VN were defeated in the foreign
aid bill by a series of close votes. Kissinger's lobbying effort
noted on NBC.

Note on all nets of SVN's impending release of Communist POWs
followed by footage from the "showcase" SVN POW camp. All nets
indicated skepticism that treatment rendered was as shown but
NBC and CBS (reluctantly) indicated that they were following the
important rules for POW care.

All nets had film of Cabinet members speaking to the Business
Group -- no RN tho his participation was noted. ABC said the
group got a pep talk but no answers. Trouble with Labor brewing.

NBC and CBS film shown on PRC-TV of an unusually gay Chou
being toasted and accepting congrats for the UN victory.

Both Reasoner and Severeid commented on LBJ's "Vantage
Point. " The former expressed sympathy for the LBJ; the latter
emphasized the ironies of history.
