Scoop Jackson on all shows outlining his proposed amendment #29 in the hopper which will prohibit forced busing and ensure that all schools will be equally funded. 2 nets with film from Georgia community where a boycott was both successful and peaceful and folks hopeful that Washington will respond. Note ABC with film from Fla. where Askew succeeded in getting onto referendum a question on equality education to go along with those on busing and school prayer. And CBS had Roy Wilkins and Mrs. Mitchell on film expressing their divergent views on busing. All nets with reports on RN's upgrading of US-PRC trade relations to same status as with USSR. HKSmith wished RN well in his genera- tion of peace efforts but sees little hope with the world arming as rapidly as ever and force Israel, India, NVN showing its usefulness everyday. After a possibly record-high of 800 missions inside SVN in past 6 RN-Nots days, US honors allied ceasefire. Meany on NBC warmly praising RN's VN action and again strongly asserting that he'll not vote for any advocate of US surrender in SE Asia. NBC exclusive on alleged Admin. efforts to force out Surgeon-General Steinfeld because he's not political enough. - Problems of Phase 2 many folks don't think controls are working according to Harris and W.S. Journal polls cited by nets and ABC film report also reflected lack of confidence in program. - Britain's blackout plunges country into darkness and damp cold and tens of thousands are being laid off. Brief note by all nets that EMK was hailed in Bangladesh and he told the Bengalis that American people care for them despite US Gov't policies. - More on the Irving-Hughes case "Absurd", Chancellor called it as NBC spent nearly 5 minutes watching the press wolves descend on beautiful baroness Nina and then presenting old Hughes confidante Dietrich whose manuscript reminiscences were apparently plagiarized by Irving.
