Friedheim conceded that plastic fragments may have inadvertantly
injured civilians in NVN. "I'm not going to say that can't happen. 11
But he denied a new antipersonnel weapon is being used and he
suggested NVN also has weapons with plastic parts.
Amb. Bunker and Gen. Abrams met with Thieu on the worsening
military situation. UPI said details of the talks weren't revealed.
Rogers said SVNese had been expected to lose some provincial
capitals, "but we're encouraged by their courageous fighting. 11
He doesn't believe events in VN would affect other items being
discussed with USSR.
State "fully expects" NVA will capture 1 or 2 more provincial
capitals before offensive slackens, but "we expect to win some battles
as well as lose some. 11 Bray added: "as a general proposition,
ARVN have handled themselves well, 11 and the enemy has the
advantage of focusing its forces on a particular target while ARVN
must defend all of SVN.
Bray said there's "legitimate doubt as
to whether US will continue talks if NVN isn't cooperative. He
added US hasn't softened its attitude on the creation of a coalition gov't
inSaigon prior to a negotiated peace at Paris.
Austria's Chancellor Kreisky said that, although his son is
actively critical of US policy in VN, he won't bring up the subject
when RN is there. He said he couldn't forget the contributions
US made to Austrian freedom, and added he doesn't hold only US
responsible for VN war.
Harry Reasoner's commentary was a sharp critique on VP
Agnew's recent speech criticizing Dem Senators for their attacks
on RN's VN policies. Although, said Harry, "I happen to believe
RN's actions were unwise and counterproductive, 11 there's plenty of
room for thoughtful argument. But there are those "who drop the
thought and go for the jugular'and use name-calling. Reasoner can
understand attacks from fringe groups but it's "outrageous when this
kind of attack comes from the VP. His attacks show a lack of under-
standing of what US and its processes are all about. The speech
was "a cheap shot" from "a late blooming jingo. 11 Harry added:
"it'd be nice if his boss would disown him, 11 and he concluded that
everybody feels that Americanism is wonderful and he'd "hate to
see him (VP) claim it by default."
