3 NBC film of Hoover with the Presidents for whom he served as Chancellor said he got along well with the Chief Execs. He was keeper of lots of secrets and had more friends in high places than any other official and no President picked any fights with Hoover who had many Hill friends and great personal popularity in the country, said Chancellor who called Hoover the superb bureaucrat, a relentless infighter in the red tape. Hoover was praised, scorned; loved and hated, said Chancellor. He was a "tough old bulldog", quite a man and he'll long be remembered, concluded Chancellor. NBC's Stern said it's difficult to criticize him due to his unceasing patriotism. With the help of "image-building devices" - - 10 Most Wanted list, G-Men etc -- Hoover was able to reach goal of making the FBI the American Scotland Yard and he himself became a US hero. Only in his later years as he aged and when the Bureau's overall competence came into question was he subjected to much criticism. Ramsey Clark felt Hoover so obsessed with communism that organized crime was ignored. His absolute discipline no corruption or criticism made him feared by his agents, said Stern, who told of agents having a carpet rewoven after coffee had been spilled on the floor. Stern noted there were several WH meetings last fall to discuss a successor but with confirmation process ahead, WH may take its time. ABC's Zimmerman recounted Hoover's early FBI days, and said "his great personal dedication", and sharp PR sense made FBI well-known and respected. Lately, he had become "powerful and controversial with some accusing him of trying to build a nat'l police force. On ABC film John Mitchell said any real criticism of Hoover was unwarranted and that history will justify this opinion. (The former AG also said, as reported by UPI, that the death was "a great tragedy. Anybody who would say anything against him would be maligning him. He didn't deserve it. 11) Today, said reporter, FBI tours go on as usual, and across the street, they're still building Hoover's "pet project" the new FBI building. Last year, the Director had said that at the rate they're going, nonee of us will be around to see its completion. (Also noted by CBS) CBS film from FBI where tours and lab work went on as usual. Film of Kleindienst. (Remarks in reaction.) And Rather went to Mayflower, the only public place besides race track where Hoover showed up very often. His daily routine stressed. Maitre d' and a
