Major stories of day:

All nets led with 1-2 minutes of good film of RN's News Conference
as he promised biggest cuts in personnel would be in WH Staff because
it's important the WH set example. Noting speculation that reorganiza-
tion is attempt to create greater WH control, R.N said that actually
Cabinet will be given greater responsibility and access to the WH
w/ "WH Czars" role to be more limited in 2nd term. R.N. said efforts are
to make govt. more responsive to public and that next Admin. will
be one of "new players and new plays.

Romney's announcement of resignation and plans for "Concerned
Citizens Coalition" was #2 on all nets (No CBS film). NBC/ABC
noted that he refrained from publicly mentioning either his
disappointment at lack of WH backing or WH criticism of his
performance. Nesson concluded Romney will now try to persuade
govt. from outside to do what he couldn't achieve while inside.
Romney on ABC/NBC hit at failure of 172 campaign to discuss
"real issues. 11 Eronkite noted Romney will push reforms which
politicians fear proposing. NBC showed Romney claiming correct-
ness of his VN position from the start.

NBC/ABC noted RN/HAK session while Kalb reported that R.N ordered
HAK in Paris to back Thieu on NVA w/drawals. Strong US support
now means SVN better compromise for next session, said Marvin.

Film on NBC/ABC of pro-IRA demonstrations in Dublin as IRA leader
Macstiofain continues to fast and Lynch's govt. has cancelled all
police leaves and placed military on alert in brace for IRA violence.
"Dublin is in turmoil, 11 said Cronkite.

Film on NBC/ABC of Southern U Student protest march and verbal
confrontation w/Gov. Edwards, who told them that student protestors
were responsible for the 2 deaths. Students are again boycotting
classes til all demands are met. CBS film of State AG's Commission
and the Black People's Comm. opening respective hearings.
