NEWS SUMMARY January 12, 1973 (Thursday nets, wires, columns) The major stories of the day: - All nets led w/film reports on Shultz announcement of Phase 3 dropping of most controls ("wiped out, 11 said CBS) in favor of increased voluntarism. "Jawboning" was what NBC's Levine critically called it. All nets emphasized quick, positive reaction on Wall St. but emphasized decline by close w/DJ staying up 5. 64 to 1052. Quick criticism by Proxmire spotlighted on ABC film. Business, labor generally pleased; Hill mixed to positive reaction. - All nets covered 4th day of Paris talks with all noting the joining of technical reps in the HAK-Tho talks while regular Thursday talks also met w/NVN-SVN clash over issue of 1 or 2 VNs. NBC said this is seen as major source of disagreement. On the private talks no one was talking but CBS said indications are of "headway. 11 - All nets w/Watergate trial as 2nd most prominent report w/focus on Sirica's acceptance of Hunt's plea of guilty on all counts and bail of $100, 000. Hunt on film on all saying whatever he did was done for his country and he realizes consequences of breaking law. He also explained he couldn't handle the rigors of long trial considering wife's death in plane crash and need to be w/his kids. - All nets noted Justice's charge that CREP Finance violated campaign laws in turning over to Liddy $30,000 w/o receipt. ABC/NBC noted CRP said alleged violations were "technical and unintentional" w/ABC noting Justice's not naming names means no one can be tried. - ABC/NBC w/major film reports on WH-Hill "confrontation. 11 NBC w/film of JDE, Weinberger, and Jackson on role of supercabinet; ABC w/film of Mansfield and HHH after unanimous Dem caucus vote to not confirm nominees who won't promise to "testify on demand. 11 Noted by CBS. NBC beginning series on the "constitutional crisis" which some feel is building between WH and Hill. ABC/NBC film on family of AF Captain Heck who refused to fly B-52 missions and is "quitting war. 11
