THE PRESIDENT HAS SEEN NEWS SUMMARY March 29, 1973 The major stories of a day which saw ABC lead w/McCord; NBC open w/the POW and GI returns and CBS begins w/over 7 minutes on the "encouraging" 3% decline in crime -- 1st drop in 17 years. All nets w/4-6 minute film reports as 12 year US ground presence in VN comes to an end -- longest war in US history, noted CBS and next to last group of POWs returns to Clark. All noted an unexpected addition to list w/a man previously not on list. "Noisiest welcome yet", said CBS as Coral Sea squadron met 2 of their returned buddies at Clark. All nets showed the ecstatic, shouting, hugging men as they broke thru protocol lines and set off what ABC called "contagious" emotion as "crescendo builds' toward last releases Thurs. CBS only net w/Col. Kittinger on film as he credited "will of God, integrity of Pres. and determination of public" for release CBS film of Richardson saying part of RN authority for continued bombing in Cambodia lies in Nov. mandate. Pierpoint said Admin. "privately concedes" it's on "shaky legal ground" in what's a building controversy. Admin was "elated" over crime stix, said CBS where RN's noting decline began under this admin was also cited. AG on CBS film crediting LEAA and tougher attitude NBC, w/6 minutes on the "happily down¹¹ stix, had film from NYC, as did CBS, of sharp drop in heroin wave. Also film from DC where 27% drop was biggest in nation. RN on silent film w/Chief Wilson as this Admin's aid to DC police was emphasized. All nets noted that the serious crime was down, violent crimes such as murder and especially rape are up sharply. Film from NYC on CBS reflected great concern over rape problem. All nets briefly noted RN's move to consolidate drug agencies and ABC followed w/film of confused Lao Villagers as their opium harvest was burned per US wishes. For some reason, perhaps 6:30 release time on stix, ABC didn't mention the decline in crime. Meany on all nets "bluntly" warning that there 'll either be controls placed on prices, including farm prices, or there be no controls on wages tolerated by unions. NBC/ABC clips as Meany sharply rapped Butz for the Secy's recent remark that only "damn fools" want food controls. NBC's Levine emphasized growing indi- cations that Admin is preparing a new freeze that would include
