NEWS SUMMARY

The major stories of the day:
Govt. is taking control of propane/heating oil allocation, led
NBC. Action taken w/every indication of serious fuel crisis
this winter, began ABC. Govs., MCs, lot of local officials have
long been pushing mandatory program which WH has resisted,
CBS led, but announcement that petitioners were awaiting has
now been made
Love/Morton on film on all nets in 4-5
minute leads w/Morton saying on each: Severity of shortage
will depend on severity of winter; allocation does nothing to
boost supplies, but it does spread whatever discomfort there
is around evenly
HHH on CBS film said another piecemeal
move, but he's grateful for anything this foot dragging Admin
does. Wires say general Hill reaction is that move is "too
little, too late.

But NBC film of farmers and New Englanders
found move appreciated.
ABC film on tremendous potential of
shale oil -- if cost in dollars and pbllution is accepted.
"No, 11 there 'll be no change in decision to close down the refugee
camp, said Austria's Kreisky before meeting w/Meir. #2 or 3
story on all nets as she left immediately after 90-min. session
w/out seeing press. Change in plans seen as reflecting her anger.
Kreisky proposed UN take over the camp, but he says Meir
didn't seem interested. She's suggested Israel may ask Holland
to help
NBC noted Egypt is sending its Min. of tourism to
Vienna to "thank" Kreisky for his stance. Meanwhile, said NBC,
the camp is still open and functioning.
Mitchell, Kleindienst, Gray and Petersen shown on film on all
nets in Texas as defense summoned them to explain Justice's
action in the Sharpstown Bank scandal. Defense claims top Dems
were being discredited by Justice for political reasons. Kleindienst's
inability to recall much of the affair noted by ABC/CBS.
