That puts education in category w/ major illness, said David w/ middle income getting skinned again. Poor can get aid, rich have no trouble paying high tuition but for families even in $20, 000 range, tuition is already too much -- and those families are viewed as "too rich" to qualify for help. So Brinkley says "obvious answer¹¹ is for fed govt to send money to private colleges. It'll be said money's not available, but as far as Brinkley's concerned, if $500M can go for peanut farmer subsidies, there must be some for colleges as well. House voted 294-105 to authorize $597M over next 3 years to support of arts and humanities. Elks voted by 4 to 1 margin to drop "whites only¹¹ membership clause, noted all nets. Move hastened by court actions, noted NBC. ABC noted federal Judge Keith found Detroit Edison Utility guilty of practicing discrimination and assessed it $5M in punitive damages. Ruling awarded damages to unknown persons - - those who may have wanted to apply for jobs but did not do so because of Company's reputation. A union was also fined $250, 000. WH warned House the Shoup/Adams legis to solve NE rail crisis is "unacceptable. 11 Admin also urged House to go slow on 93-0 - passed Senate pension reform bill. Chrmn Simpson of Consumer Product Safety Commission opposes total ban on cigarettes but believes agency may have power to order other restrictions on tobacco products. In a victory they hope will set a natl precedent, opponents of TV violence succeeded in getting a LA station to ban 42 children's shows and to precede 81 others w/ chimed warnings to parents. Among shows banned are "Batman," "Superman," "The Long Ranger" and "Mighty Mouse. 11 CRIME-RELATED Looking gaunt and pale, said ABC, Stennis made tentative courtroom identification of youth as 1 of three who shot and robbed him for 25¢, Phi Beta Kappa key and watch. Stennis jury was sent out immediately when he said "I see the gentleman sitting over there. 11 Defense motion for mistrial denied.
