Hearst says HAK has always shown "remarkable aplomb
in
carrying out difficult assignments, 11 but UN speech "must have been

makers" at State don't like RN's personality and have fought his
initiatives. And because of HAK, State morale dropped and "the
foreign service scars aren't healing quickly, tho they ve been
quickly masked by cosmetics of practicality. 11 Hill sources, says
Anderson, aren't as concerned about day-to-day operations as they
are about Mideast, "fractured relations w/Japan and other trading
nations, 11 w/some wondering, "What does HAK really know about
trading? Is wheat deal w/USSR an example?' Then, too, "in 1st
test of domestic maneuvering, HAK lost a bout" w/Meanyy and caused
pro-Admin vote in Ways and Means to vanish. He's also "angered
large elements of Zionist movement in US" re: Soviet Jewish question.
In conclusion, Trib's Anderson quotes a FSO: "Hak is going to have
to make some strong and effective moves if he's to succeed."
