w/some lesser-needed uses.
On film on all nets, Morton said allocation would "spread [any]
discomfort out

be very wishful as they depend on cooperation of public and on luck.
And tho Admin hopes this program won't last too long, it could be
beginning of rationing of all fuels, including gasoline next year.
House is expected to act next week on Senate bill to require
mandatory allocation of all fuels.
