14 POLITICS Phillips doubts Bush and RN didn't discuss W'gate at last meeting. "If they didn't, that'd be like Custer planning Little Big Horn campaign w/out mentioning the Indians. Fact is that evil spirit of W'gate has GOP critically surrounded, and even if RN and staff don't see sky about to darken w/war arrows, the rest of the troops are scared right down to their sphincters. 11 Phillips notes GOP faces "once-in-a decade devastation" in big states from NY to Calif. Devoid of W'gate, "GOP MCs face threat of unemployment and general 6-yr fatigue w/Admin. But W'gate is the linchpin, the clincher, the potential hangman's knot for marginal GOPs from MCs to County Court Commissioner. 11 Further especially clear in trend of low GOP turnout was/normally GOP suburbs in 173. And there's a chance that '74 could turn into a referendum on RN- "and if his popularity is still way, way down, such a plebiscite would devastate GOP. Consequently, a growing number of GOP think GOP would be absolved by RN's departure and replacement by Ford. If GOP MCs are still panicky about party and a personal survival after holidays, then RN, unlike Custer, may come under intense pressure to resign, " concludes Phillips. Noting Rocky's strong backing from labor and his "intimate" friendship w/Meany, Riesel asserts "his abandonment of gov for WH campaign hits Dems a more smashing karate blow that it does Reagan and JBC. If Rocky wins '76 GOP nomination, Dems' basic infrastructure, meaning the labor machine, splits. " Nor does Riesel think a Rocky move to right would strain or break this friend- ship because most of labor is on the right and large numbers "disagree w/campaign to impeach RN. 11 Ripon Forum asserts Sargent's re-election problems are of his own making for he's "not been a GOP's GOP" and that's cost him "a steady erosion" of GOP faithful who've seen "seedy" Dem hacks get patronage. The erosion's cut deep, w/GOP Chrm. Wahlrob whom Sargent keeps trying unsuccessfully to unseat -promising an informal endorsement convention in '74 which will be short on Sargent enthu- siasm. Wahlrob's most legit grievance and Sargent's most dangerous liability is the relentless fund-raising $500, 000 worth -- since '70 by Sargent Comm. Normally much of it might have gone to State GOP and hard-pressed GOP condidates. Final straw was cancellation of State Comm. fundraiser w/Rocky because it conflicted w/ 1 of 4 hitherto secret Sargent fundraisers. Press and Common Cause are now hounding Sargent about this "ceaseless money lust" and the tactics used to satiate it, says Ripon Forum. Reportedly 2 state officials have been raising funds and such exposure's hurt Sargent's "he-may-not-be-right-but- he's-honest" image, an image also hurt by report that sporting goods store Sargent owns has been selling Sat. nite specials.
