Europe would mean objectives of Cold War struggle would be abandoned. Monitor notes RN's irked by Europeans. But the remedy doesn't lie in giving USSR everything it's ever dreamed of. US rejection of Europe would be "the unthinkable mistake" and simply mustn't happen. "To threaten it is dangerous irresponsibility" concludes Monitor which also feels question of European misbehavior is arguable. Canham says satisfactory US-European relations will require more work than lately received, indeed just as much as goes into USSR summit. Neither side's treating the other like a partner and "the vicious circle can only be broken by frank and intelligent and sensitive discussions" such as marked M-E talks or RN summits. Can ham also asserts that while US objects to European bilateral deals, it makes some itself.
