Rochester Times-Union says RN, by paying tax, will keep his
Dec. promise. "Still, his actions fall short of the need that he do
what's right. 11 Regardless of who prepares their returns, individuals
are responsible and must take the blame for anything that's wrong.
"WH statement that puts RN above and beyond that kind of ethical
requirement every other citizen must live up to, once again makes
his actions less than praiseworthy. If he made a mistake in his
choice of advisers or in accepting their advice, RN should just say
so instead of repeatedly making excuses and disclaiming any blame. If
St. Louis Globe-Dem thinks Americans preparing returns will
"more likely be sympathetic than outraged" over RN's tax bill. Fair-
minded people agree he's the victim of a technicality as "it's entirely
reasonable to assume IRS would dealt more generously w/ someone
less vulnerable tha n RN. 11 Edit notes many tax claims are settled
for 10¢ on the dollar. RN's entitled to an appeal but asks none and
IRS report doesn't even hint at suggestionf of fraud. ''RN's poorer in
pocketbook, but not in honor because of tax ruling. 11 But Mills has
been made to look cheap, given questionable campaign gifts he's
received. Joint Tax Comm. isn't same as condemnation, 11 no matter
how RN's enemies try to twist the truth. 11
Jeff Hart notes RN's apparently not guilty of either civil or
criminal fraud, 11 and altho he played a pretty tough game against
IRS, 11 Hart's unable to moan and moralize about what critics like
Anthony Lewis call "the very petty details" of RN's tax avoidance.
Hart thinks Lewis ought to have the good grace to climb down off
his recent backing of fraud allegations. And Hart recalls how, at
recent press conclave, top journalists and other media people regaled
each other over lunch w/ stories of the "zany" tax deductions they
were putting over on IRS. "No doubt the same individuals will be
sermonizing us over RN's returns. 11
Hart suggests RN's tax bill may produce sympathy backlash as
Americans, while generally filing honest and defensible returns,
know USG "is a colossal waste mechanism and that the river of the
tax money flows into thousands of gravy trains. Thus Americans
