    "ocrText": "14\nRochester Times-Union says RN, by paying tax, will keep his\nDec. promise. \"Still, his actions fall short of the need that he do\nwhat's right. 11 Regardless of who prepares their returns, individuals\nare responsible and must take the blame for anything that's wrong.\n\"WH statement that puts RN above and beyond that kind of ethical\nrequirement every other citizen must live up to, once again makes\nhis actions less than praiseworthy. If he made a mistake in his\nchoice of advisers or in accepting their advice, RN should just say\nso instead of repeatedly making excuses and disclaiming any blame. If\nSt. Louis Globe-Dem thinks Americans preparing returns will\n\"more likely be sympathetic than outraged\" over RN's tax bill. Fair-\nminded people agree he's the victim of a technicality as \"it's entirely\nreasonable to assume IRS would dealt more generously w/ someone\nless vulnerable tha n RN. 11 Edit notes many tax claims are settled\nfor 10¢ on the dollar. RN's entitled to an appeal but asks none and\nIRS report doesn't even hint at suggestionf of fraud. ''RN's poorer in\npocketbook, but not in honor because of tax ruling. 11 But Mills has\nbeen made to look cheap, given questionable campaign gifts he's\nreceived. Joint Tax Comm. isn't same as condemnation, 11 no matter\nhow RN's enemies try to twist the truth. 11\nJeff Hart notes RN's apparently not guilty of either civil or\ncriminal fraud, 11 and altho he played a pretty tough game against\nIRS, 11 Hart's unable to moan and moralize about what critics like\nAnthony Lewis call \"the very petty details\" of RN's tax avoidance.\nHart thinks Lewis ought to have the good grace to climb down off\nhis recent backing of fraud allegations. And Hart recalls how, at\nrecent press conclave, top journalists and other media people regaled\neach other over lunch w/ stories of the \"zany\" tax deductions they\nwere putting over on IRS. \"No doubt the same individuals will be\nsermonizing us over RN's returns. 11\nHart suggests RN's tax bill may produce sympathy backlash as\nAmericans, while generally filing honest and defensible returns,\nknow USG \"is a colossal waste mechanism and that the river of the\ntax money flows into thousands of gravy trains. Thus Americans"
