WS Journal's Keatly examines "general recovery of natl
esteem¹¹ in Syria "after years of political turbulence and military
incompetence". This means Syria "for the 1st time since Israel
was founded, feels confident enough to try making peace rather
than waging war in months ahead. 11 1 official has no doubts about
his govt's sincerity and believes 11a fundamental move toward
moderation is under way. 11
HAK/OTHER FOREIGN AFFAIRS
Irving Kristol in WS Journal says "HAK is a much admired
and much distrusted Secty of State. This isn't in itself note-
worthy, 11 because other Sectys have provoked same kind of feelings,
but "what is noteworthy" is way "admiration and distrust are
interfused, 11 commingled to "an extraordinary way. His talents and
accomplishments are freely acknowledged, but in such a way as
always to convey a sense of uneasiness as to just what it is he's
up to
There's widespread apprehension that his spectacular
performance may be a prelude to disaster -- tho of what kind, or
in what way, or for what reason, no one seems able to specify. 11
Kristol suggests it comes from "the dim but nagging recognition
that he has a new conception of US foreign policy and that he
represents an impt new phase in history of US foreign policy.
The impression that HAK means far more than he says or does is
a valid one. He is indeed 'up to something' and clearly thinks its
prudent not to be too articulate or candid about his intentions. 11
Kristol states HAK is ¹¹n the process of constructing a foreign
policy for an Amer Republic which is reluctant to confront the fact
that it's a world power, and that its historic foreign policy
traditions aren't really congruent w/ its new condition.

of US foreign policy. 'Internatl stability, I after all, which must
be a major purpose of the foreign policy of a responsible great

the world safe for democracy. 111 Kristol concludes whether US "can
come to terms w/ its middle-aged reality is the interesting question. 11
