tainly have made him a millionaire. Not RN. He got no bonus
for ending VN war, nor any stock option for concluding agree-
ments w/ PRC-USSR. 11 It seems only fair and wise that US
consider giving Presidents the same financial security as top men
in industry.
Monitor thinks the proposed embargo on net announcement of
returns til midnite may run afoul of constitutional prohibitions
against laws restricting freedom of the press. Thus simultaneous
poll closings may be the better solution to ending impact of early
announcement of returns. But a more important concern than
either amendment is the steady decline in voter turn out.
