W/each delay, Trib's more concerned that if impchmnt does
come, "emphasis will be on the technical, trivial, and transient
issues rather than the fundamental ones. 11 Trib's once again indebted
to Arthur Schlesinger "for an eloquent enunciation of the wrong approach. 11
His Harper's article makes only glancing references to W'gate and
cover-up, framing current crisis in context of RN-Hill conflict, seeing
RN seeking to "deprive Hill of 3 historic powers". Yet, in Trib's view,
these were powers Hill "abandoned by default, 11 namely, power of the
purse, power of oversight and investigation, and war-making power.
"In short, Schlesinger would impeach RN for Hill's own failings. "
Even if RN disregards subpoenas, Trib says that shouldn't be
sole or even major item in bill of impchmnt but rather, at/most,
"additional circumstantial evidence. 11 Prof. Schlesinger's view that
failure to impeach would encourage the belief that there's no limit
to what a Pres can get away w/, "forgets there are such things as
elections, 11 Trib concludes.
Judiciary's Flowers, (D-Ala) on CBS AM said he detected a change in
attitude of people in his district. Tax time caused them to think in
'harsh terms' of RN. They've changed from widespread support to
questioning what's going on, he continued, noting impchment idea is
more acceptable. More important, they want to get to bottom of W'gate,
get it out in the air, be shocked and then do what has to be done about
it.
Marquis Childs suggests "anyone making early book on result" of
Senate trial should "look at list of 35 senators compiled by Thurmond"
who oppose Panama treaty diluting US "sovereignty" over Canal. "It's
a good guess at least 30 would vote to acquit" RN, says Childs. "Check-
mating an impt RN-HAK initiative, the resolution is a fine example of
impchment politics, 11 he charges.
Recalling the predictions of rationing or worse 3 months ago,
Paul Harvey wonders whether these same prognosticators, e.g. Gale
McGee, Galbraith, United Church of Christ Prexy Moss, and particularly
Mo Udall who also predicted resignation by Easter will have any better
average re: their predictions of "recession" and/or "impchmnt".
