UPI leads: "RN's telling top aides he doesn't expect to be
impeached. 11 Insiders say RN reflects optimistic attitude during
musings w/ closest advisers while charting defense strategy.
While 1 WH official asserted RN "doesn't seek a confrontation, "
UPI noted it was nonetheless clear RN was considering ways to
blunt what 1 official called "escalating requests on all fronts. 11 The
official said RN still plans "a comprehensive response" to subpoena.
Rather said RZ "insisted" only 3 reasons for WH delay: (1) more
time to decide which materials to turn over; (2) RN's been busy in
recent weeks w/ trips to Xenia, Paris "and other pressing matters, "
and (3) difficulty of hearing some tapes for transcription. On film,
Rather told RZ some say reason for delay was to "further sanitize"
what might otherwise come out of tapes, to which RZ replied he was
accustomed to those claims, but RN hasn't yet decided on tapes and
wants to be cooperative w/ Comm. All nets/RN believes matter
already has dragged on too long, w/ ABC recalling RN's "1 year of
W'gate's enough and Brokaw noting that RN believes dragging out
W'gate drags down US. But on NBC RZ asserted WH believes it's in
the/interest best of US to have impchmnt over as quickly as possible.
Jarriel noted WH is preparing massive white paper explaining
RN's response to subpoena, evidence that there's less concern w/
satisfying Comm. than w/ satisfying public by including enough facts
to prove RN's non-involvement.
On NBC Brokaw noted 1 reason
WH response is taking SO long is RN's personal involvement in forming
response, even listening to tapes as his schedule permits.
