impchmnt, Judiciary cited RN's defiance of subpoenas
as another ground for removal from office."
Later
came what ABC Special called "RN's 1st good news" as
"he won one" by 26-12 as Comm. turned down secret
bombing of Cambodia as impchble 3rd article,
sponsored by McClory, charged RN willfully ignored
subpoenas for 147 WG tapes. McClory joined only by
Hogan of GOP while Flowers, Mann joined most GOPs
in attempt to defeat it McClory on ABC/NBC said

But on all nets, Railsback said "fragile coalition"
of Dems and GOPs who voted 1st 2 articles would

Ex-OEO Director Howie Phillips called on conservatives
to back impchmnt. ABC noted/NBC film, much of it
w/out audio. He said RN repeatedly lied to supporters,
especially re: Legal Services ok. But NBC noted no
Hill endorsements for Phillips as conservatives said
they'd wait for Judiciary's evidence.
WH said RN is confident "individual MCs will weigh
the evidence, and not vote impchmnt.' Noted by NBC/
CBS w/good clips on all of RN/Simon and the Secy on
ABC saying: "I've never seen RN in a more positive,
affirmative frame of mind." CBS noted smiling RN/
Simon clip came just minutes after Art. III passed.
