The President asked Mr. Packard if he has been personally involved, and Mr. Packard replied that he had been somewhat involved. The President asked if he could find an opportunity during the next month to evaluate what more can be done. Dr. DuBridge suggested it might be useful in the areas of housing and training technology, for there to be a far greater Defense Department role. Also it would be helpful if the Council for Urban Affairs were to create a task force to work on say man- power, or housing. The activity within the Defense Department is strengthened if the CUA endorses the collaborative arrange- ments. The President noted that "I do not buy at all this malarkey about a defense-industrial complex, and whether we have civilian control.
