5. It was clear that we needed a fundamentally new approach,
and the program I hope to propose will put us in a completely
different aid posture:
- - We will propose a new security assistance program in
support of the Nixon Doctrine.
- - We will provide our assistance in a truly international
framework, based on the initiatives of the lower income countries
themselves and increasingly channeled through multilateral
lending agencies.
- - Recognizing the impressive progress made by many of the
lower income countries, we will provide our assistance on a
business like basis.
- - We will insist that the other industrialized countries
do their fair share in providing development assistance.
- - We will recognize the limitations on what can be accomplished
by our aid, particularly in the short run.
- -
We will asure a meaningful role for trade and private invest-
ment, to hasten the day when we can curtail concessional aid
recognizing budgetary constraints on Government assistance over
the next few years.
7. I know there will be controversy over some of these pro-
posals and that is why I plan to submit them now - - several
months before transmitting draft legislation to implement a new
aid program. I hope you will give me your broad views today and
after studying the Message next week will share your more detailed
recommendations with me SO they may be considered before the
draft bills are submitted.
