THE WHITE HOUSE WASHINGTON September 30, 1971 MEMORANDUM FOR: PRESIDENT'S FILE FROM: RICHARD COOK SUBJECT: 'Meeting with key House Southern Democrats Thursday, September 30, 1971 2:50 p.m. The Cabinet Room The meeting commenced at 2:50, having been delayed by a vote in the House. Attending with the President were Representatives Tom Bevill, Omar Burleson, William Colmer, David Henderson, Alton Lennon, George Mahon, Olin Teague and Joe Waggonner. George Shultz, John Ehrlichman, Clark MacGregor, Bill Timmons, Ron Ziegler and Dick Cook were also in attendance. The President opened the meeting with remarks concerning the impending nominations to the Supreme Court. He told those assembled that they should not place any credence in recent newspaper stories which suggest that because Hugo Black was a "liberal" and John Harlan was a "conserva- tive" that the President's choice necessarily would be one conservative and one liberal. The President stressed that he would nominate two conservatives; two strict constructionists, He further remarked that press speculation over nomination of a woman, interestingly enough, included a dozen names, all of whom were liberals. The President stated that they could expect one of the two nominations to be made within a very short period of time. The President acknowledged that he was aware of a letter on behalf of Congressman Poff signed by many of those Democratic Congressmen attending the meeting. He said he had read the letter and requested that those Members of the House who supported Poff should direct their efforts at the American Bar Association -- particularly those who were members of the ABA. With respect to Poff, the President said that the ABA's position in support of only those lawyers with judicial and law practice experience carried little, if any, weight with him. He felt that ten years on the House Committee on the Judiciary was more than equivalent to the legal experience gained from practicing law.
