- 2 - The President noted that just running the Government well is accomplishing something, but with executive reorganization there is a real chance to get a shot at some success. Otherwise, the President noted we will have to rely on using the issue against the Democrats in '72. The President also noted that we will probably have to wait for revenue sharing and welfare reform next year. The President indicated that he would soon ask the Cabinet Secretaries for a three year report on their stewardship -- listing the significant accomplishments of this Administration. He pointed out that we wanted to use this as a selling device, which would get the Cabinet more credit for the job they are doing. The President noted there were no votes in executive reorganization or in revenue sharing in a blatantly political sense. He noted that executive reorganization has the advantage of being positive, new, and even revolutionary -- and it ought to be done on the merits. He noted we want to make one of these fly SO that people will begin to give us some credit for our initiatives. Secretary Morton noted that things were in very good shape for a Department of Natural Resources also. He pointed out he had talked to a lot of the people on the Hill and he thought there is a good chance we could work with all the interest groups affected with the possible exception of Agriculture. The President noted we would have to handle Agriculture with tender loving care. Under Secretary Campbell noted there were several constituencies within Agriculture: Rural Electrification Administration has a constituency, but the Forest Service and the Farmers Home Administration do not. He noted we had promoted the reorganization proposals within their own department but the Agricultural people are solely worried about the 11 frag- mentation" of the Department of Agriculture. They may talk about other issues, but this is the only issue that counts to them. Secretary Morton noted that we need to lay out the rest of the problems with the Congressional Committees and that we need to set to rest their minds on jurisdictional disputes after the reorganization is completed.
