He said government reorganization is not a vote issue nor is revenue
sharing but that it is something positive and something that ought to be
done. He pointed out that if we can get approval on the first department
it will show we can get done some of the other things which we have
offered on the domestic scene.
Morton said the Department of Natural Resources also had some chance
and that it would be a political issue if we chose to make it so. He also
said these are vote issues in his opinion.
Richardson, Morton, Romney and others talked about the importance of
the Congressional structure to executive reorganization and the fea on
the part of some Congressmen that we re looking for changes in Congress
to parallel changes in the executive reorganization. It was the consensus
of the group that this may be one of the reasons there is some opposition
to executive reorganization and that there should be efforts made to assure
Congress that we would deal with committees as they exist and are not
looking for anyerestructuring within the legislative branch.
Campbell - sitting in for Hardin - said there is agricultural resistance to
giving up the Department of Agriculture inasmuch as farmers think of this
as their department. On the other hand he pointed out that reorganization
could "shuck off" many of the agricultural functions which farmers aren't
interested in anyhow; such as food stamps and other programs. This led
to a discussion of the problems of names and a questioning of whether or
not the word agriculture should be included in the title of the Department
of Economic Development. Shultz indicated that we are trying to get away
from the constituency approach to departments. There also was some
cussion of the titles of people within departments The President
suggested that if the man heading up the department office dealing with
farmers could be called a. director or secretary of agriculture. That
might help the situation. Names aren't important. he said. "Everybody
knows where the power is". The President invited cabinet members to
be in touch with people on the Hill - "In fact you can say I asked you to
(talk with them about reorganization)".
The President was scheduled to be in the meeting 15 minutes and stayed
almost 1 hour. A list of other participants is attached.
