When I looked for a successor to J. Edgar Hoover, I was con-
scious of the need to find a man worthy of his legacy. There are not
many. I believe if Mr. Hoover had made a list of men who might
succeed him, the list would have been very short. And Clarence
Kelley would have been at the top.
