MEMORANDUM TO THE PRESIDENT
Here are the first Domestic Briefing Books. In the
attached book are those issues which have a high
probability of being asked. In the second book, the issues
are presented in order of possibility also.
The subjects multiply with the months. These represent
only about a third of the number of issues that came through
this operation.
These books will go simultaneously to Harlow, Ehrlichman,
Ziegler and Haldeman, with some sections to Dent -- for
normal review. When their thoughts come to me, I will
consolidate them all in a memo which will include any new
issues that come up in the interim. We can have that to you
either tomorrow evening or Friday morning.
