ANDERSON & CON SON Q. Mr. President: Can you give us your reaction to Congressman Anderson's suggestion to send a medical team to Con Son, assuring amnesty to those prisoners who talked to the investigators; and to his idea of appointing a commission to study Vietnam's judicial system? the Seal n valid A. I have not studied the Congressman's proposal; but, from the way you describe the investigation and the commission, Should start there is a need for that kind of thing in most of our 50 states and the District of Columbia. The court system and jail system right here in Washington leave something to be desired. But to the point, President Thieu has already undertaken an investigation; he is now moving to improve conditions there; he acted at once, and I think he will be successful and the improvements there made public. As for an analysis of the judicial system, we must keep in mind that South Vietnam is an independent country, an ally of the United States - - and while we stand ready to help -- how they establish their judicial system is their own business.
