THE WHITE HOUSE WASHINGTON THE PRESIDENT HAS SEEN December 5, 1970 MEMORANDUM FOR THE PRESIDENT FROM: Patrick J. Buchanan Attached is the Domestic Briefing Book. The 14 questions most likely to arise - - at this point -- are marked in Red in the Book. The other questions included here have a high likelihood also of coming up. Not included in this Book are questions on: -- Railroad Strike -- Family Assistance Plan -- The Economy -- The Trade Bill -- The Scranton Commission -- The SST Reasons are that the situation on Family Assistance, the Trade Bill, and the Rail Strike will change in the coming week. So will the question on the SST. As for the Scranton Commission, the RN letter to Bill Scranton should be public by then. As for the Economy, the question will emerge out of reaction to RN's address of last night. All these issues will be dealt with in an up-dated book, given to RN Wednesday morning if that is acceptable. National w E' H
