INTEGRATING THE SUBURBS
Q.
Mr. President: It appears that the Department of Housing
and Urban Development is moving toward an attempt to
integrate suburban areas by getting them to build more
housing for low-income people. Is this the Administration's
policy ?
A.
It is not the policy of this Administration either
to force any community to build housing for low-income people,
or to "forcibly integrate" the suburbs. Any such action
would be counter productive and would doom to failure this
Administration's effort to increase housing opportunity and
mobility for low-income families. That is my view; it is
Secretary Romney's. At the same time, the Civil Rights
are prohitt
Acts of both 1964 and 1968 direct the Federal Government
not to make funds available for Urban Renewal in a community
where discrimination against this kind of housing exists and
where steps have not been taken to prevent this discrimination.

This Administration intends to carry out that law. Second, as
this Administration has substantially increased housing production

under subsidized programs, it has become necessary to find
sites outside the central city. Much low-income housing has,
as a result, been located in the suburbs, where the local organi-
zation or builder producing the housing has located an appropriate
site and the community has provided zoning or other site
