RELATIONS WITH CONGRESS Q. Mr. President: Can you give us your overall view of the performance of the Congress of the United States which ended yesterday? A. Tomorrow, I intend to deliver a brief statement on that specific subject. Overall, I have to say that this was the per - formance of a mediocre Congress in a time that called for a Great Congress. Perhaps the Ninety-Second will fill that need. You know - - if you watched the performance of the United States Senate in December of 1970, you will perhaps understand better why this Administration campaigned so vigorously in November of 1970. The record of the House of Representatives will stand far better scrutiny than that of the Senate in the Ninety-First. And it is not only by the nation's standards, demanding action; nor by the Administration standard of requiring action upon our mos most basic legislative proposals - - this Senate, I think, failed by its own standards; and many of the best men in that body will, in private and in candor, admit that fact. America is not well served when her legislative arm, especially when the Greatest Deliber- - ative Body on earth, the U.S. Senate, makes the sort of public spectacle of ineptitude and paralysis that we witnessed in the last two weeks of the year just ended.
