"NEW" COMMUNIST PROPOSALS Q. Sir: Recently there have been reports out of Paris that the other side made new proposals. They said they were ready to negotiate local ceasefires, to talk about withdrawal of their forces, and to discuss all this with us privately. Has there been any American follow-up on these proposals ? A. We did follow up. Ambassador Bruce, at the very next session, asked for clarification of a number of vague changes in language which the North Vietnamese had made. What we learned was that the vague language which the other side used really contained nothing new. One example: when the other side said they would not shoot at our troops, what they meant by that was that they would welcome defectors. Further, the other side made clear that they were interested only in talking about our withdrawals - not about their own. All they did was re-wrap the same old package of unacceptable demands -- and hand it out to the press in exchange for some fresh headlines. But
