SALT AGREEMENT Q. Sir: Why did you take your initiative in contacting the Soviet leaders ? Who was the negotiator on the Soviet side ? Did we make any concessions to reach this new agreement ? What was the Soviet motive ? Are we committed to obtaining an agreement this year ? Have significant details of the agreement been worked out already ? How does this affect US-Soviet relations in other areas; Berlin, the Middle East ? A. U.S. Initiative. There are two important points concerning the recent agreement with the USSR: First, I was concerned the negotiations were leading to a stalemate, with each side pursuing a different approach. Thus, it was important to take an initiative to avert a deadlock. What has been accomplished is a public commitment at the highest level on both sides to a common framework for intensifying the negotiations. Channels. Our exchanges with the Soviet leaders must remain strictly confidential if these channels are to have any value.
