Buchanan\nThis Briefing Book, not unusually, bears a striking resemblance to the\nformer; it is slightly reduced in size -- at most, the same size. Worthy\nof note:\nThere are specific issues, relating to Michigan and Detroit the President\nshould be aware of:\nPONTIAC -- The bussing situation here has gone back to the Courts; and\nRN can use this as a peg on which to avoid comment specifically on Pontiac\nschools. Can move to general situation.\nPAROCHIAL Michigan voters rejected constitutional amendment on\nparochial school aid. This fall no fewer than 65 Catholic grammar schools,\nand two dozen high schools shut down, for lack of financial support. PJB\na and A is strong pro-Catholic schools assistance; don't know if this view\nis shared by JE.\nSENATOR GRIFFIN is running behind in some Michigan Polls now to either\nof two rivals. May be a question on him. (RN was out there campaigning\nfor him in 1966)\nPHASE II -- In connection with this, the President may be asked about the\nUAW raise, due in November and December; and how this will be affected\nby freeze and controls.\nBLACK UNEMPLOYMENT IN DETROIT is up around 40 percent and has\nbeen the subject of national television news subjects.\nDRUGS has been a major even dominating story in the Detroit media for\nthe last several weeks. (Note: NIMH last week granted Detroit a half\nmillion grant)"
