TOP SECRET /SENSITIVE EXCLUSIVELY EYES ONLY Presidential Announcement On Troop Withdrawals From the beginning of this Administration we have pursued a consistent Vietnam policy of negotiations and Vietnamization. In the absence of a negotiated settlement, we have progressively turned over combat responsibilities to the South Vietnamese and reduced the American role. This policy has resulted in the withdrawal of 365, 000 Americans from Vietnam and the sharp reduction of casualties and expenditures while the security situation in South Vietnam continues to improve. As we now complete the withdrawal of the 100, 000 Americans that I declared last April, it is an appropriate time to make a further projection of our plans. Accordingly, I am pleased to announce today that by February 1, 1972 we will withdraw another 45,000 Americans from Vietnam. This substantially increased withdrawal rate reflects the ongoing success of the Vietnamization program, which Secretary Laird and my other advisors have confirmed to me.
