RELATIONS WITH CUBA a. In view of your recent moves and the long-range attempt to normalize relations with the Peoples Republic of China, do you foresee a move toward normalizing our relations also with Cuba? no A. At present I see no evidence to indicate the Cuban Government is altering its basic antagonistic attitude toward the US and its policy of interference in the internal affairs of other American nations and maintenance of close military ties with the Soviet Union. Therefore, I see no basis for change at this time. (NSC)
