CUBANS IN THE U.S. Would you comment on the action of the U.S. Government in denying entry to the group of sugar specialists who came to the U.S. to attend the International Meeting of Sugar Cane Technologists in New Orleans ? Why did the U.S. not allow them to attend the meeting The Cubans arrived in the U.S. without proper documentation. This is clearly out of keeping with standard international practices and U.S. requirements and their case, accordingly, was handled through the normal legal process established to deal with such cases. I would note that it has been our policy to allow the representatives of any government to attend official international meetings in this country. This was not such a meeting. [FYI: On Oct. 26 a Cuban plane carrying 22 Cubans arrived in New Orleans. The Cubans had no visas, their requests for visas having been turned down by the State Dept. in late September. They refused to return to Cuba and demanded the right to attend the Sugar Conference. The Cubans were placed in quarantine upon their arrival by the Immigration and Naturalization Service (INS) which held a deportation hearing in New Orleans on Nov. 2 at which it was ruled that the Cubans were deportable. The Cubans appealed the decision to the INS Appeals Board in Washington which upheld the earlier decision. The Cubans who had announced that they would leave the US voluntarily after the Conference ended Nov. 5, returned to Cuba on Friday, Nov. 5. US policy does not allow Cubans to attend conferences in the US which are hosted by non-governmental organizations. (NSC)
